RULES AND BY-LAWS OF NBRA

NBRA BY-LAWS

1.MEMBERSHIP: NBRA welcomes for membership all outboard racing clubs and their members, individuals interested in the sport of stock and modified outboard boat racing. NBRA also welcomes manufactures and dealers of outboard racing equipment, and social service clubs interested in the sponsorship of NBRA boat racing.

2.OFFICERS: The officers of NBRA shall be President, Vice-President, Safety Director, and Secretary/Treasurer. Officers are to be elected by a majority of votes cast by all members. No elected officer may hold a position for more than 2 consecutive years without standing down for one term.

3.RACING COMMISSION: Shall consist of no more than 1 member from each state having 5 or more registered drivers. The Commission will have authority over NBRA and its policies and procedures. It will also hear and make decisions concerning protests. 51% of commission constitutes a quorum and the decisions shall be final.

4.TECHNICAL COMMITTEE: Shall act as an advisory counsel making recommendations for rule changes concerning racing and safety issues. They will clarify rules but will not make the rules.

5.RULE CHANGES: Any member desiring a rule change must submit it in writing to National Office on or before Oct. 1. After review rule changes will be placed on ballot to be voted upon by members.

6.NBRA RACE FUNDING: NBRA will provide the host club of Long Course Nationals $2000.00 and host of Short Course Nationals $500.00 to off-set costs of officials. Funds must be accounted for and expenditures provided to National Office.

 

 

 

GENERAL RULES

1.SANCTIONS: Must be submitted 30 days prior to race. FEES are $100.00 for regular race and 150.00 for national events and record runs. Races requiring more than the 3 boat per race limit must be listed on the sanction. Novice class is exempt from 3 boat rule.

2.RACE MANAGEMENT: The referee is responsible for the management of all race activities and will have a race committee to assist in carrying out said duties. Race committee will consist of: Referee, Chief Starter, Chief Timer, Chief Scorer, Surveyor, Motor Inspector, Pit Manager, Corner Judge, Weigh Master, Safety Inspector.

3.INSPECTION: Only the appointed inspector shall inspect boats, motors, and equipment. At championship events all finishers are subject to a complete inspection. The engine of the 1st place finisher must be disassembled and inspected with proper inspection forms filled out. It is the responsibility of said driver and/or his/her crew to disassemble the engine in the presence of the inspector.

4.RACE COURSES: Race courses shall be measured buoy to buoy. 3/4 mile for short course and 1 mile for long course. Courses for record setting events must be surveyed buy licensed surveyor. Referee has right to reduce number of heats/laps when necessary to complete schedule. Straightaway record course must have 1/8 or 1/4 mile straightaway.

5.REGISTATION AND AGE; Participants in NBRA events must complete a membership form and sign liability release. Participants under 18 yrs. of age must have additional signature by parent or authorized representative. Minimum age to participate in "J" class is 9 yrs old. Minimum age to participate in 25XS,Yamato 80,102,202,302 stock classes is 14 yrs old. Minimum age for all other NBRA classes is 16 yrs old. Referee and drivers of concerned class may over-ride age limits if skills and qualifications prove drivers ability.

6.BOAT NUMBERING: Boat numbers shall be affixed to both sides of boat on vertical plane. Numbers and letters shall be minimum of 6" in height and 1 1/4" brush stroke.

7.ENTRIES: All entries must be made on official NBRA form and liability release signed before starting the event. No entries accepted after set deadline. Any driver found under the influence of drugs or alcoholic beverages will be disqualified and subjected to disciplinary actions. Drivers are responsible for family and pit crew while in pit area during race day. Race day is defined as from the time the race is in progress until 1 hr after final heat of racing. No race is official unless 3 boats (except novice) of the same class cross starting line. Step-ups are permitted in non-championship events. Points and award will be awarded to legal class boats as per finish less step-ups. The maximum number of boats per class is 12. The referee may lower maximum number if conditions warrant.

8.LIABILITY: NBRA accepts no liability for accidents or occurrences the happen before, during, of after sanctioned events.

9. FLAGS: RED FLAG-restart on water do not return to pits. YELLOW FLAG: Time from 1 min-3 min signal. GREEN FLAG: Last min before start of race and start of race. BLUE/WHITE FLAG: Obstruction on course CHECKERED FLAG: End of race. BLACK FLAG: Course closed. Drivers are to exit course in safe manner returning to pits. Drivers causing black flag are disqualified from that heat of racing.

10.STARTING A RACE: Host club will do everything possible to provide an accurate working clock. Making it visible to all contestants when approaching the starting line. In the event when a clock is malfunctioning flag starts will be made. The official start of the race occurs when the last minute has elapsed and flag person waves green flag. At least one boat must cross start line legally to make official start of race. In the event of a false start (all boats cross line before time elapses) the red flag will be displayed and a restart will occur.

11.PROTESTS: Any driver may protest another driver or his equipment during the race day. Protest must be made in writing and accompanied with a $100.00 fee. Fee will be returned to protesting driver if protest is upheld or forwarded protested driver if protest is not upheld.

12.PRIZES: It is the responsibility of host club to list on race sanction prizes to be awarded and how and when to be given.

 

SAFETY RULES

Racing is a dangerous sport and participants assume this risk when participating in NBRA events. Participants are solely responsible for the safety of race equipment and pit crew at all events. NBRA, Promoters, Sponsors, and conducting clubs take can or will not be held responsible for participants, race equipment, or crew.

1.INSPECTION PROCEDURE: Boat, Motor and Equipment must be inspected at first sanctioned NBRA event before participating. A minimum of 3 boats will be re-inspected at each NBRA event though-out season. Damaged boats or equipment must be re-inspected before being allowed back onto race course.

2.HELMETS: Helmets ,must be of a racing grade with rating of SNELL 95 or better and be free of defects. Color must be bright orange or safety yellow. Rookie drivers must affix a large "X" to rear portion of helmet to be visible to other drivers.

3.LIFE JACKETS: Must be designed for boat racing by Lifeline or Security. Life jackets by Gentex or Kapok as well as pleasure and ski life jackets are not permitted. Life jackets shall be in working order and free of defects.

4.PROTECTIVE CLOTHING: Drivers must wear cut resistant sleeves and pants designed for boat racing. Drivers and pit crew must wear shoes with protective uppers and soles NBRA only recommends the use of neck restraints.

5.PICK-UP BOATS: Each pick-up boat will be occupies by 2 approved adults with approved US Coast Guard life jackets. When possible EMT should be in at least one pick-up boat. A backboard or basket must be in at least one pick-up boat. Each boat must have 2 way radio and be in contact with judges stand at all times.

6.AMBULANCE: A properly crewed ambulance must be on-site during all NBRA sanctioned events.

7.TEAM TRAILER: Each team trailer must have a class BC or ABC fire extinguisher in working order and first aid kit.

8.STARTING ENGINES: No starting of engines on land with prop ,prop nut, or sheer pin on it. When these devises are attached engine must be started over water pointing away from land. Only when starting for race are you permitted to start with propeller toward land.
